THE POSITION:  The National Heart, Lung, and Blood Institute (NHLBI), a component of the National Institutes of Health (NIH) and the Department of Health and Human Services (DHHS) is seeking exceptional candidates for the position of Deputy Director, Division of Lung Diseases (DLD).   NHLBI is a national and international leader in heart, lung, blood, and sleep disorders.  The DLD Deputy Director position offers an exciting opportunity for scientific and managerial leadership in supporting the overwhelming majority of scientific and clinical pulmonary, critical care, and sleep research nationwide, from basic, to translational, to clinical, to epidemiological studies.  The Division supports research that expands our understanding of lung and sleep/circadian biology, examines lung disease and sleep disorder pathology, and applies this knowledge through translational studies and clinical trials that lead to new and improved ways to diagnose, treat, and prevent lung diseases and sleep disorders.

The Deputy Director position offers an extraordinary opportunity for physician-scientists with excellent knowledge of the advanced principles, theories and practices applicable to medical and scientific areas of major and rare pulmonary, critical care and sleep diseases and/or their associated clinical manifestations, ensuring that the public investment in the future of medical research and education will be well used, serving the public health, the profession and society. Working with the Director of DLD, the Deputy Director will assume a policy-making role in senior leadership at NHLBI, sharing the future of pulmonary, critical care, and sleep research and leading internationally renowned programs that integrate basic science and clinical research.

LOCATION:    Bethesda, Maryland

REQUIRED QUALIFICATIONS:  The NHLBI seeks candidates who have a commitment to scientific excellence and the energy, enthusiasm, and innovative thinking necessary to lead a dynamic and diverse organization.  The ideal candidate will be a leader who has demonstrated experience in setting, planning, implementing and analyzing program objectives and priorities and should have the demonstrated ability to manage financial and human resources and coordinate a research portfolio involving extensive internal and external collaboration.  They must be a leader who is experienced in giving presentations nationally to broad audiences, including researchers, policy makers, and the general public.  Applicants must possess an M.D., or an M.D. plus Ph.D. with excellent knowledge of the advanced principles, theories and practices applicable to medical and scientific areas of major and rare pulmonary and sleep diseases and/or their associated clinical manifestations.  Based on the responsibility to assess research needs on a national/international scale and formulate and implement plans for solicitation of new research, the Deputy Director must exhibit a broad scientific vision, demonstrating skill in managing a broad and complex biomedical research program, and the ability to lead and inspire a staff with expertise in diverse scientific disciplines.   The Deputy Director must have a comprehensive understanding of the procedures and policies related to the review, award and management of grants, cooperative agreements and contracts, as well as the ability to serve as an authority on the development, implementation, management and analysis of DLD’s complex annual operating and program budget with multiple funding categories.   Additional major responsibilities of this position include:  liaison with representatives of other NIH Institutes and Centers, federal and non-federal agencies, international research organizations, professional societies, foundations, the media and patient advocacy groups; establishment of research collaborations with not-for-profit organizations and industry partners; and maintenance of a productive work environment meeting EEO workplace diversity, staff professional education and monitoring objectives of the NIH.

This position will be filled under a Title 42 (f) excepted service appointment and open to U.S. Citizens and Permanent Resident non-citizens.

SALARY/BENEFITS:  The Deputy Director, DLD will be appointed at a salary commensurate with his/her qualifications and experience.  A recruitment or relocation bonus may be available, and relocation expenses may be paid.  Full Federal benefits, including leave, health and life insurance, long term care insurance, retirement, and savings plan (401K equivalent) will be provided.  The successful candidate is subject to a background investigation and public financial disclosure report prior to the effective date of the appointment.
